Con esta premisa, el <strong>contralor general F\u00e9lix Santana Garc\u00eda<\/strong> y el <strong>director ejecutivo de Senasa, Edward Guzm\u00e1n<\/strong>, dejaron inaugurada este lunes una <strong>Unidad de Auditor\u00eda Interna (UAI)<\/strong> en la sede de la ARS Estatal. La medida, solicitada por Guzm\u00e1n como parte de un proceso de <strong>fortalecimiento del control interno<\/strong>, busca <strong>prevenir irregularidades, agilizar pagos a prestadores y garantizar servicios de calidad<\/strong> para los m\u00e1s de <strong>siete millones de afiliados<\/strong> del sistema de salud dominicano.<\/p>\n\n\n\n<p><strong>\u00bfQu\u00e9 busca esta nueva unidad?<\/strong> La UAI tiene como objetivos principales:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Blindar la transparencia<\/strong> en el manejo de los recursos p\u00fablicos, asegurando que se utilicen de manera <strong>\u00e9tica y eficiente<\/strong>.<\/li>\n\n\n\n<li><strong>Agilizar los pagos<\/strong> a los <strong>7,000 prestadores de salud<\/strong> a nivel nacional, sin sacrificar los controles necesarios para evitar fraudes o desv\u00edos.<\/li>\n\n\n\n<li><strong>Capacitar al personal<\/strong> de Senasa a trav\u00e9s de la <strong>Escuela Nacional de Control Interno (ENCI)<\/strong>, para que los procesos administrativos sean <strong>\u00e1giles, transparentes y alineados a las pol\u00edticas de rendici\u00f3n de cuentas<\/strong>.<\/li>\n\n\n\n<li><strong>Cumplir con el marco legal<\/strong>, especialmente la <strong>Ley 87-01<\/strong> (Sistema Dominicano de Seguridad Social) y la <strong>Ley 10-07<\/strong> (Control Interno), que exigen a las instituciones p\u00fablicas implementar mecanismos robustos de fiscalizaci\u00f3n.<\/li>\n<\/ul>\n\n\n\n<p><strong>Un compromiso con la ciudadan\u00eda<\/strong> Guzm\u00e1n destac\u00f3 que esta iniciativa es un <strong>hito en la gesti\u00f3n de la seguridad social<\/strong>, ya que reafirma el compromiso de Senasa con la <strong>transparencia y el manejo \u00e9tico de los recursos<\/strong>. \u00abNuestra prioridad es garantizar que cada peso destinado a la salud se traduzca en <strong>servicios oportunos y de calidad<\/strong> para los afiliados\u00bb, afirm\u00f3. Por su parte, Santana Garc\u00eda recalc\u00f3 que la Contralor\u00eda General actuar\u00e1 como un <strong>socio estrat\u00e9gico<\/strong>, orientando y capacitando al personal de Senasa para que los procesos sean <strong>eficientes y libres de corrupci\u00f3n<\/strong>.<\/p>\n\n\n\n<p><strong>El marco legal que respalda la iniciativa<\/strong> La instalaci\u00f3n de la UAI se realiza en estricto cumplimiento de la <strong>Ley 10-07<\/strong>, que establece que el titular de cada entidad p\u00fablica es responsable del control interno, con el apoyo de la Contralor\u00eda. Adem\u00e1s, Senasa est\u00e1 regulado por la <strong>Ley 87-01<\/strong>, que crea el Sistema Dominicano de Seguridad Social y establece a la <strong>Superintendencia de Salud y Riesgos Laborales (Sisalril)<\/strong> como su \u00f3rgano regulador. Santana Garc\u00eda aclar\u00f3 que la UAI <strong>no pudo implementarse de manera arbitraria<\/strong>, sino que requiri\u00f3 una <strong>solicitud formal de Senasa<\/strong>, como ocurri\u00f3 en este caso.<\/p>\n\n\n\n<p><strong>Un mensaje de confianza y eficiencia<\/strong> La alianza entre Senasa y la Contralor\u00eda env\u00eda un mensaje claro a la ciudadan\u00eda: <strong>la transparencia y la eficiencia no son negociables<\/strong>.
