Las autoridades no han logrado <strong>hacer cumplir las normas<\/strong>, y los motoristas <strong>siguen incumpli\u00e9ndolas sin enfrentar consecuencias<\/strong>.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Las normas que nadie respeta<\/strong><br>Entre las <strong>infracciones m\u00e1s frecuentes<\/strong> se encuentran:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Usar el celular mientras se conduce<\/strong>: Una pr\u00e1ctica <strong>habitual entre repartidores<\/strong>, que necesitan el m\u00f3vil para trabajar.<\/li>\n\n\n\n<li><strong>Transportar ni\u00f1os menores de 8 a\u00f1os<\/strong> en motocicletas.<\/li>\n\n\n\n<li><strong>Circular sin casco<\/strong> o con <strong>faros no autorizados<\/strong> por el INTRANT.<\/li>\n\n\n\n<li><strong>Adelantarse por la derecha<\/strong> o entre veh\u00edculos en <strong>carreteras interurbanas<\/strong>.<\/li>\n\n\n\n<li><strong>Llevar m\u00e1s de dos personas<\/strong> en una moto, <strong>animales o carga de manera insegura<\/strong>.<\/li>\n\n\n\n<li><strong>Participar en carreras clandestinas<\/strong>.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Sanciones que no se ejecutan<\/strong><br>El <strong>Art\u00edculo 76 de la Ley 63-17<\/strong> establece que quienes realicen <strong>transporte remunerado sin licencia<\/strong> o con veh\u00edculos no registrados ser\u00e1n multados con <strong>un salario m\u00ednimo del sector p\u00fablico<\/strong> en caso de reincidencia. Adem\u00e1s, el reglamento incluye:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Exclusi\u00f3n de circulaci\u00f3n<\/strong> para veh\u00edculos que no cumplan con las condiciones t\u00e9cnicas.<\/li>\n\n\n\n<li><strong>Suspensi\u00f3n o revocaci\u00f3n de licencias<\/strong> para prestadores de servicios que incumplan sus obligaciones.<\/li>\n\n\n\n<li><strong>Cancelaci\u00f3n de autorizaciones<\/strong> si los operadores abandonan el servicio de manera reiterada.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>El papel de los ayuntamientos: \u00bfD\u00f3nde est\u00e1 la fiscalizaci\u00f3n?<\/strong><br>Los <strong>ayuntamientos<\/strong>, junto al INTRANT, son responsables de <strong>regular a los motoristas<\/strong>. El <strong>Art\u00edculo 76<\/strong> les exige crear <strong>registros municipales<\/strong> para motocicletas de transporte, con requisitos como:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Placa y matr\u00edcula original<\/strong>.<\/li>\n\n\n\n<li><strong>Seguro vigente<\/strong>.<\/li>\n\n\n\n<li><strong>Documento que acredite el derecho de uso del veh\u00edculo<\/strong>.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Sin embargo, <strong>solo el Ayuntamiento de Santo Domingo Este<\/strong> ha intentado implementar esta medida, <strong>sin \u00e9xito<\/strong>.
