Aunque no logr\u00f3 su objetivo, Medina neg\u00f3 que el expresidente paname\u00f1o Juan Carlos Varela lo hubiera influenciado en esta decisi\u00f3n.<\/p>\n\n\n\n<p>Medina explic\u00f3 que las conversaciones con China comenzaron durante la transici\u00f3n del gobierno de Fern\u00e1ndez.
