Espaillat destac\u00f3 la vida y el legado de Rangel, quien fue un l\u00edder en el Congreso durante 46 a\u00f1os.<\/p>\n\n\n\n<p>\u00abMe levanto hoy para honrar la memoria del Le\u00f3n de la Avenida Lenox, Charles B. Rangel\u00bb, comenz\u00f3 Espaillat. \u00abFue un amigo, mentor y defensor de Harlem\u00bb. Rangel naci\u00f3 en Harlem en 1930 y vivi\u00f3 la Gran Depresi\u00f3n, lo que marc\u00f3 su compromiso con la lucha contra la pobreza.<\/p>\n\n\n\n<p>Rangel sirvi\u00f3 en el Ej\u00e9rcito de los Estados Unidos, donde recibi\u00f3 una Estrella de Bronce al Valor y un Coraz\u00f3n P\u00farpura. Tras su regreso, estudi\u00f3 en NYU y se gradu\u00f3 en la Facultad de Derecho de St. John\u2019s. Fue nombrado fiscal federal adjunto por Robert F. Kennedy y en 1970 fue elegido para la C\u00e1mara de Representantes, donde cofund\u00f3 el Caucus Negro del Congreso (CBC).<\/p>\n\n\n\n<p>Como presidente del Comit\u00e9 de Medios y Arbitrios, Rangel trabaj\u00f3 en legislaciones clave como el Cr\u00e9dito Fiscal para Viviendas de Bajos Ingresos y el Cr\u00e9dito Fiscal por Ingreso del Trabajo. Tambi\u00e9n fue un defensor de los veteranos y estableci\u00f3 la Oficina de Salud para Minor\u00edas del Departamento de Asuntos de Veteranos (VA).<\/p>\n\n\n\n<p>\u00abCharles B.
