{"id":96620,"date":"2025-07-01T10:56:41","date_gmt":"2025-07-01T10:56:41","guid":{"rendered":"https:\/\/romanticany.com\/?p=96620"},"modified":"2025-07-01T10:56:43","modified_gmt":"2025-07-01T10:56:43","slug":"nuevos-horarios-laborales-en-oficinas-publicas-a-partir-de-julio","status":"publish","type":"post","link":"https:\/\/romanticany.com\/?p=96620","title":{"rendered":"Nuevos Horarios Laborales en Oficinas P\u00fablicas a Partir de Julio"},"content":{"rendered":"\n<p><strong>Implementaci\u00f3n de Nuevos Horarios Laborales en Oficinas P\u00fablicas<\/strong><\/p>\n\n\n\n<p>Santo Domingo.- En seguimiento a la estrategia \u00abRD se Mueve\u00bb y el plan para descongestionar las calles del Gran Santo Domingo, presentado por el Instituto Nacional de Tr\u00e1nsito y Transporte Terrestre (Intrant), el Ministerio de Administraci\u00f3n P\u00fablica (MAP) emiti\u00f3 la Circular 008962, que oficializa el escalonamiento de los horarios laborales en el sector p\u00fablico.<\/p>\n\n\n\n<p><strong>Detalles de la Circular 008962<\/strong><\/p>\n\n\n\n<p>Mediante el documento oficial firmado por el ministro de Administraci\u00f3n P\u00fablica, Sigmund Freund, a partir del martes 1 de julio de 2025, las instituciones p\u00fablicas con presencia en el Gran Santo Domingo deber\u00e1n dividir el 70% de su personal en los horarios de 7:00 a. m. a 3:00 p. m. y de 7:30 a. m. a 3:30 p. m.; mientras que el 30% se podr\u00e1 mantener en su horario habitual, de 8:00 a. m. a 4:00 p. m.<\/p>\n\n\n\n<p><strong>Instituciones con Alta Demanda de Servicios<\/strong><\/p>\n\n\n\n<p>La circular apunta que aquellas instituciones que sobrepasen las 2,000 visitas al mes en servicios de atenci\u00f3n al ciudadano deber\u00e1n establecer dos turnos. El primero iniciar\u00e1 a las 7:00 de la ma\u00f1ana y finalizar\u00e1 a las 2:00 de la tarde, mientras que el segundo comenzar\u00e1 a las 2:00 de la tarde y se extender\u00e1 hasta las 9:00 de la noche. Entre las instituciones que caen en esa categor\u00eda est\u00e1n las direcciones generales de Pasaportes, Migraci\u00f3n, Aduanas, Impuestos Internos y el propio Intrant, entre otras entidades gubernamentales.<\/p>\n\n\n\n<p><strong>Efectividad de la Medida<\/strong><\/p>\n\n\n\n<p>\u00abEl escalonamiento de horarios laborales es una medida efectiva, probada a nivel internacional, para distribuir de forma m\u00e1s eficiente la demanda del transporte y reducir el volumen de veh\u00edculos en momentos cr\u00edticos\u00bb, expone la circular en sus considerandos.<\/p>\n\n\n\n<p><strong>Instituciones con Turnos Rotativos<\/strong><\/p>\n\n\n\n<p>En relaci\u00f3n con las entidades que operan con turnos rotativos o 24\/7, como hospitales y centros de emergencia, estas mantendr\u00e1n su esquema habitual, adaptando sus \u00e1reas administrativas al escalonamiento donde sea posible.<\/p>\n\n\n\n<p><strong>Distribuci\u00f3n del Personal<\/strong><\/p>\n\n\n\n<p>Cada instituci\u00f3n deber\u00e1 distribuir su personal en los diferentes grupos de horario, de acuerdo con sus necesidades operativas, garantizando la continuidad y calidad del servicio al ciudadano.<\/p>\n\n\n\n<p><strong>Evaluaci\u00f3n y Seguimiento<\/strong><\/p>\n\n\n\n<p>Tanto el MAP como el Intrant llevar\u00e1n a cabo un proceso de evaluaci\u00f3n, supervisi\u00f3n y seguimiento constante para verificar el cumplimiento de las disposiciones establecidas y el impacto en la mejora del descongestionamiento del tr\u00e1fico en el Gran Santo Domingo.<\/p>\n\n\n\n<p><strong>Conclusi\u00f3n<\/strong><\/p>\n\n\n\n<p>La implementaci\u00f3n de nuevos horarios laborales en las oficinas p\u00fablicas es una medida estrat\u00e9gica para mejorar la movilidad en el Gran Santo Domingo. Esta iniciativa busca optimizar el uso del transporte p\u00fablico y reducir la congesti\u00f3n vehicular, beneficiando tanto a los empleados p\u00fablicos como a la ciudadan\u00eda en
