{"id":96702,"date":"2025-07-02T16:55:41","date_gmt":"2025-07-02T16:55:41","guid":{"rendered":"https:\/\/romanticany.com\/?p=96702"},"modified":"2025-07-02T16:55:42","modified_gmt":"2025-07-02T16:55:42","slug":"abinader-promulga-la-ley-37-25-sobre-hidrocarburos","status":"publish","type":"post","link":"https:\/\/romanticany.com\/?p=96702","title":{"rendered":"Abinader Promulga la Ley 37-25 sobre Hidrocarburos"},"content":{"rendered":"\n<p><strong>Promulgaci\u00f3n de la Ley 37-25 sobre Hidrocarburos por el Presidente Abinader<\/strong><\/p>\n\n\n\n<p>El presidente de la Rep\u00fablica Dominicana, Luis Abinader, ha promulgado la Ley 37-25, que modifica el art\u00edculo 4 de la Ley 4532, con el objetivo de armonizar el marco legal de la exploraci\u00f3n y explotaci\u00f3n de hidrocarburos con la Constituci\u00f3n y con los actuales desaf\u00edos y oportunidades del sector energ\u00e9tico.<\/p>\n\n\n\n<p><strong>Detalles de la Nueva Legislaci\u00f3n<\/strong><\/p>\n\n\n\n<p>De acuerdo con la informaci\u00f3n compartida a los medios, la nueva legislaci\u00f3n establece un r\u00e9gimen m\u00e1s actualizado y competitivo para atraer inversi\u00f3n nacional e internacional en la b\u00fasqueda y aprovechamiento de los yacimientos de petr\u00f3leo, gas natural y otros combustibles similares en el territorio y espacios mar\u00edtimos bajo jurisdicci\u00f3n dominicana. Con la promulgaci\u00f3n de esta pieza, se otorga igualdad de condiciones a personas jur\u00eddicas nacionales y extranjeras, de naturaleza p\u00fablica, privada o mixta, para participar en las actividades de exploraci\u00f3n y explotaci\u00f3n de hidrocarburos, siempre bajo el marco regulatorio dominicano.<\/p>\n\n\n\n<p><strong>Participaci\u00f3n Accionaria Dominicana<\/strong><\/p>\n\n\n\n<p>La ley tambi\u00e9n establece que las empresas extranjeras deber\u00e1n contar con un m\u00ednimo de 15% de participaci\u00f3n accionaria dominicana. El ministro de Energ\u00eda y Minas, Joel Santos, resalt\u00f3 que la promulgaci\u00f3n de la Ley 37-25, del 31 de agosto de 1956, constituye un paso fundamental para posicionar al pa\u00eds en el mapa de la inversi\u00f3n en hidrocarburos en Am\u00e9rica Latina y el Caribe.<\/p>\n\n\n\n<p><strong>Impacto y Beneficios de la Ley<\/strong><\/p>\n\n\n\n<p>\u00abEsta legislaci\u00f3n es un hito que nos permite abrir las puertas al desarrollo de un sector con gran potencial para contribuir a la seguridad energ\u00e9tica, atracci\u00f3n de capital extranjero y generaci\u00f3n de empleos de calidad. Es tambi\u00e9n un respaldo jur\u00eddico que genera confianza para los inversionistas\u00bb, sostuvo el ministro Santos. Adem\u00e1s, indic\u00f3 que con esta normativa, el Estado dominicano refuerza su compromiso con un desarrollo energ\u00e9tico sostenible, bajo los principios de transparencia, competitividad y respeto al medio ambiente.<\/p>\n\n\n\n<p><strong>Preparativos para la Ronda Petrolera de 2026<\/strong><\/p>\n\n\n\n<p>El funcionario tambi\u00e9n anunci\u00f3 que la nueva legislaci\u00f3n sienta las bases para la celebraci\u00f3n de una ronda petrolera en 2026, mediante la cual se licitar\u00e1n bloques de exploraci\u00f3n en distintas zonas del pa\u00eds que ya han sido objeto de estudios geol\u00f3gicos preliminares. \u00abYa iniciamos los trabajos t\u00e9cnicos y normativos para organizar una ronda que permita identificar actores interesados y comprometidos con el desarrollo responsable de nuestros recursos hidrocarbur\u00edferos. La Ley 37-25 nos ofrece el marco legal para atraer esa inversi\u00f3n y asegurar que los beneficios lleguen al pueblo dominicano\u00bb, precis\u00f3 Santos.<\/p>\n\n\n\n<p><strong>Alianzas con Objetivos Nacionales<\/strong><\/p>\n\n\n\n<p>El ministro reafirm\u00f3 que esta iniciativa se alinea con los objetivos de la Estrategia Nacional de Desarrollo 2030 y la visi\u00f3n del presidente Abinader de impulsar un sector energ\u00e9tico diversificado, resiliente y soberano.<\/p>\n\n\n\n<p><strong>Conclusi\u00f3n<\/strong><\/p>\n\n\n\n<p>La promulgaci\u00f3n de la Ley 37-25 por parte del presidente Abinader representa un avance significativo en la modernizaci\u00f3n del sector de hidrocarburos en la Rep\u00fablica Dominicana.
